THE EFFECTIVENESS OF MANAGERIAL LEADERSHIP OF HEAD OF DIVISION IN IMPROVING THE COMPETENCE OF EDUCATORS AND EDUCATIONAL PERSONNEL

This study aims to describe and analyze the managerial leadership of Head of Competence Improvement Facilitation Division at the Center for Development and Empowerment of Teachers and Educational Personnel of Kindergarten and Special Education (P4TK TK-PLB) Bandung. This study used qualitative approach. This study was not intended hypothesis testing, rather to explore various phenomena related to the managerial leadership of the head of division in implementing quality EEP competence improvement, with reference to the formulated questions. The results of the research are (1) the managerial leadership capability of the head of division: (a) Technical skills, (b) Human skill, (c) Conceptual Skills, (d) Leadership skills. (2) the quality of EEP competence: (a) input, (b) output, (c) quality assurance, (d) component of the EEP competence improvement system, (e) component of human resources performance. (3) The effectiveness of the managerial leadership: (a) time, (b) cost, (c) quality of organizing, and (d) venue.
