The Implementation of Computer-Based National Examination (UNBK) Management for Package C Program at Community Learning Center (PKBM)

This study aims to describe how the managers of Community Learning Center (PKBM) Bina Mandiri Cipageran, Cimahi City, implements the four functions of management in the face of Computer-Based National Examination (UNBK) for Package C (High School Equivalency) Program. The type of research used was descriptive qualitative, a method of examining the status of a group of humans or an object, with the aim of describing, portraying, or delineating the facts or phenomena being investigated systematically, factually, and accurately. Data were obtained through interviews, observation, and documentation. The results showed that the managers of PKBM Bina Mandiri Cipageran have performed their management functions related to Computer-Based National Examination (UNBK) for Package C Program, starting from planning, organizing, implementing, to controlling. But in the process of implementing the management functions, there are some weaknesses, especially those derived from human resources, physical resources, and financial resources. The main cause of the weaknesses in the resources is the implementation of UNBK Program Package C which is considered too abrupt for the managers of PKBM Bina Mandiri Cipageran, as they have not carefully prepared the required human, physical, and financial resources. Some solutions applied by PKBM managers to help minimize the weaknesses are the management of physical resources in the forms of computers that are used in rotation for the community learners taking the package C program during examination simulations, the use of internal budget which comes from the sale of skill products of the community learners, and the coordination and cooperation with the authorities.
